THOROUGHBRED HORSE RACING PROGRAMS (updated 06/14/04)

The Thoroughbred horse racing industry has taken monetary control of the programs, which were previously funded by the Horse Racing Improvement Fund. With the change in the Horse Racing Tax, the government no longer collects a tax from all wagering. Now a levy is placed on all wagering in British Columbia and remitted to the British Columbia Lottery Corporation. The levy is 2.5% on all wagers except triactas when it is 4.5%. BCLC then deducts the fee, which is charged by the Gaming Policy and Enforcement Branch to regulate horse racing in the Province. This money is administered through the Horsemen’s Bookkeeper.

There is an agreement between the HBPA, CTHS, and Hastings Racecourse as to the awards and amounts to be distributed.

THE HBPA OF BRITISH COLUMBIA

Other than the monies listed below, all of the provincial levy will be used in the purse pool. The HBPA also administers a dental program for its members and through an agreement with CTHS and HEI distribute funds for a number of programs including but not limited to: Winners Foundation, Sport of Kings Television, BC Cup, University of Sask.Equine Research, Tattoo Program, Awards Banquet, Professional Fees, and Industry Newsletter.

CTHS - BRITISH COLUMBIA DIVISION

The CTHS share of the money will be used for operational purposes, Broodmare Awards, Stallion Awards, and Allowance Awards. The money will be administered and distributed from the CTHS office.

STAKES RACES

BC-bred and BC-owned Stake Program - A schedule of stake races for BC-bred or owned is supplemented for designated races, some of which are restricted to BC-breds.

INTERIOR RACETRACK ASSOCIATIONS

A grant will be made to supplement purses at interior racetracks.

INDUSTRY GRANTS

Grants within the industry will be paid to jockeys (in respect of BC-bred Purse Supplement Grants), Winners Foundation (the Industry’s substance abuse program), Sport of Kings (the Industry’s television program), and others.

EDUCATION AND OTHER GRANTS

Grants in respect of education or other initiatives will be paid to the University of Saskatchewan (toward the cost of Equine Health Research), and to help the cost of the tattooing program and other miscellaneous grants.

DEFINITIONS “BRITISH COLUMBIA RESIDENT” - shall be defined as a person who has maintained a bona fide principal residence in British Columbia for a period not less than 200 days immediately preceding the qualifying race. Only Canadian citizens and those persons with landed immigrant status are included in this interpretation.

BC-BRED PURSE SUPPLEMENT

When a BC-bred horse finishes first through fifth in any race the purse earned will be supplemented by 13% for the 2004 race meet.

BROODMARE AWARDS

When a British Columbia foaled horse finishes first through third in any race, except the lowest three (3) claiming categories for horses four years old and older, the owner of the broodmare at the time of foaling will receive an award.

STALLION AWARDS

When a BC-bred offspring of a British Columbia stallion finishes first through third in any race other than a claiming or starter allowance race, the owner of the stallion at the time of service will receive an award.

ALLOWANCE AWARDS

Breeders of BC Bred/Sired Allowance horses placing 1st(65%), 2nd(23%) or 3rd(12%) at Hastings in Maiden Special, Allowance, and Optional Claiming races for $50,000 or more (allowance category only) NOW share a $3,000 Breeders Award.

Breeders of BC Bred/not BC Sired Allowance horses placing 1st(65%), 2nd(23%) or 3rd(12%) at Hastings in Maiden Special, Allowance, and Optional Claiming races for $50,000 or more (allowance category only) NOW share a $1,500 Breeders Award.
